The speaker of the Verkhovna Rada claims that no appeals with legislative initiatives regarding the implementation of the political package of the Minsk Agreements have been sent to the Ukrainian parliament, Minister of Foreign Affairs of the DPR Natalya Nikonorova commented on this statement.
“Kiev keeps making statements that clearly confirm all our guesses about the chaos, mess and incoordination that run the show in the Ukrainian state.
Such statements sound extremely absurd in view of the fact that earlier this year the Ukrainian president appointed the chairpersons of the three committees of the Verkhovna Rada to the Ukrainian delegation at the Minsk venue. These appointments were accompanied by a large-scale media hype: supposedly, now the communication with the Rada should be direct, and the Ukrainian negotiators will not have the slightest difficulty in cooperating with the parliament for the political settlement.
In actual fact, it turned out that the Ukrainian authorities continue to play ping-pong: at meetings of the Contact Group, Kiev representatives tell us that they have no authority to turn to the Rada with initiatives to amend or adopt regulatory legal acts necessary to implement the Complex of Measures. The representatives of the Rada, in their turn, say that no one has approached them about this.
In a situation where officials of Ukraine cannot determine who is responsible for the legislative initiative and therefore do not act in this matter, the Verkhovna Rada could begin to consider the already existing draft regulations — those that the Republics have sent Kiev. However, as follows from the statements of the speaker of the Rada, the Ukrainian parliament has not even received any such drafts, let alone worked on them. Moreover, the Ukrainian authorities have not yet given us their response or comments on our version of the Road Map, which, if adopted at the level of the Verkhovna Rada, could have clearly delineated powers for the implementation of items of the Minsk Agreements among all branches of power in Ukraine and maximally specify all modalities, terms and details of implementation of each item of the Complex of Measures,” Natalya Nikonorova said.
She also stressed that instead of constructive implementation of the Minsk Agreements, Kiev is looking for new ways to drag out and complicate the process of conflict resolution.
