On August 25, changes were made in Decree 57 of March 14, 2020 On the Introduction of the High Alert Regime, they concern a number of areas.
1. Beginning of the academic year
Starting September 1, 2020 attendance to educational establishments will be resumed provided that the sanitary and epidemiological regime at educational establishments is complied with. The Ministry of Education and Science, the Ministry of Health, City/Town Halls and District Administrations must ensure that educational establishments meet the sanitary and epidemiological requirements aimed at preventing the spread of the coronavirus infection.
2. Arrangement of events
Starting August 25, it is allowed to conduct full-on leisure, entertainment, cultural and other similar events in the open air with the presence of spectators, provided that seats are occupied up to 50% and social distance is kept.
3. Payment for public utilities
Starting August 25, it is allowed to enforce the debt of non-payers for public utilities or to suspend the provision of these services in case of debt.
4. Inspections are resumed
The ban on inspections of business entities is lifted.
5. The procedure of crossing the border with Ukraine
The changes in the High Alert Regime also concern the procedure of entering the territory of Ukraine: citizens registered in Ukraine, from now on do not need to have the permission from the Headquarters to leave the territory of the Donetsk People’s Republic.
Thus, in the dates set by the Headquarters, passage through the Yelenovka checkpoint to cross the state border of the Donetsk People’s Republic is carried out in accordance with the following rules:
— exit from the Donetsk People’s Republic is checkless if you have a residence permit in the Ukraine-controlled territory. If you do not have any, the exit is defined by the Inter-Agency Operational Headquarters for compelling reasons (treatment, education, employment, care for a sick person, family reunification). When leaving, you must sign a notice of inability to enter (return to) the territory of the Republic until the epidemic situation mends.
— Entry into the DPR is carried out in accordance with the lists drawn up by the HQ upon the availability of a residence permit in the DPR territory and the permission from the Inter-Agency Operational HQ (grounds for entry: treatment, education, employment, care for a sick person, family reunification). Upon entry, you will have to undergo a two-week observation in medical institutions of the DPR free of charge.
6. Hospital facilities are decided by the Ministry of Health
The list of hospital facilities treating the coronavirus infection is no longer valid. For the sake of efficiency, the DPR Ministry of Health will independently decide on the place of treatment of a patient with coronavirus and assign the status of hospital facility.
7. Extension of the validity of some documents
— until December 31, 2020 inclusive, the validity of registration certificates, licenses and other permits expired for the duration of the High Alert Regime has been extended;
— until October 1, 2020, the validity realty specifications sheets that expired in the period from March 14, 2020 to June 22, 2020, has been extended.
— the terms of temporary importation or temporary exportation of goods and vehicles, as well as the terms of delivery of goods to the customs body of destination and submission of the customs declaration are extended for 10 calendar days after the High Alert Regime is terminated (cancelled). That is, you will have to submit the customs declaration and apply to the customs authority within 10 calendar days after the High Alert Regime is terminated (cancelled).
