To offset the costs of agricultural enterprises, it is necessary to provide lease services in the agricultural sector, Head of the Donetsk People’s Republic Denis Pushilin stated during a video conference with agricultural producers, which was held on October 22.
The main topic of the discussion became current problems of agricultural producers and options for their solution. In particular, the meeting was attended by representative of Transpostavki OOO Igor Lyamzin, a conglomerate from the Russian Federation. He spoke about the provision of lease services in the Republic.
“A project for the provision of equipment on lease is being launched today together with the lease company in the territory of the Donetsk People’s Republic. A lease agreement is being concluded with the Republic Lease Company state unitary enterprise,” Igor Lyamzin said.
He specified that the terms of the contract last one to five years, the amount of down payment is 20-30%.
In reply to Denis Pushilin’s clarification-seeking question about when agricultural producers of the Republic would be able to lease equipment, Igor Lyamzin answered,
“They can apply at any time, we are ready. We have preliminary lists of those who have applied. We will meet personally with everyone, discuss whether the selection of equipment is made correctly.”
Answering the question from the Head of State about the period during which the equipment is delivered, Igor Lyamzin said it varies from one to three months depending on the availability of products in stock.
“I would like to emphasize once again that finance lease is necessary to offset the costs of agricultural enterprises, and this mechanism must work,” Denis Pushilin summed up.
During the meeting they also raised the issues concerning the lack of specialized transport (grain and flour trucks) for the transportation of grain outside the Republic, revision of the purchase price of sunflower, considered the directions of state support to agricultural producers in the field of crop and livestock farming, including subsidies, the need to optimize taxation for the livestock industry, the possibility of exporting hatchery eggs to the Russian Federation, the issues of attracting young qualified personnel to food industry companies.
Following the discussion, the Head of State gave a number of instructions to the DPR Government, the People’s Council and the relevant minister.
In particular, the Government has been instructed that agricultural producers must be provided with specialized transport for the transportation of grain and flour, the issues of increasing the purchase price of sunflower must be worked out, part of the costs of diesel fuel for agricultural producers in the field of crop production must be compensated, specific support measures must be applied for the entire livestock industry as exemplified in the poultry farming.
The DPR People’s Council has been instructed that the process of adoption of the draft law No. 879 D On Amendments to the Law of the Donetsk People’s Republic of 25 December 2015 No. 99-IHC On the Taxation System, which provides for a special tax regime for agricultural producers in the livestock industry, must be accelerated.
Minister of Agro-Industrial Policy and Food Artyom Kramarenko has been instructed to work out the issue of providing food industry enterprises with qualified personnel (technologists) jointly with the Ministry of Education and Science, to consider the granting of subsidies for the development of pig breeding, to work out jointly with the DPR Ministry of Internal Affairs the issuance of special permits to vehicles registered in Russia that deliver perishables to the DPR for travelling during the curfew.
