At present, official Kiev continues to demonstrate instability of the political course and coincident chaos in decision-making. Statements by the military and political leadership of Ukraine about their commitment to peaceful settlement of the conflict in Donbass run counter to the real actions of Ukrainian militants at the line of contact.
We have reported an increasing number of violations of the current truce by the Ukrainian armed forces, which are accompanied by the spread of disinformation.
The cases of attacks on workers during repair work at civil infrastructure facilities give cause for particular concern. These facts testify not only to the unwillingness of the command of the armed forces of Ukraine to observe the truce, but also demonstrate Ukraine’s special cynicism in deliberate attempts to disable the critical infrastructure of the Donetsk People’s Republic.
By using terrorist methods of warfare, operating with cowardly provocations and sabotage acts, Ukrainian militants clearly seek to destabilize the situation.
Taking into account the available facts and intelligence, I consider it expedient to check the effectiveness of cooperation between the Ministry of Emergency Situations, Ministry of Internal Affairs, Ministry of State Security, Ministry of Health and Ministry of Transport in resolving crisis situations in case of possible external threats from Ukraine during the period from November 10 to 14. The systematic monitoring of the readiness of all state authorities for remediation of consequences of crisis situations, their level of coordination and efficiency of response is a guarantee of security and safety of our citizens and strong protection of the Republic.
